The competitive set is heating up. It's only a matter of time before the window of opportunity will close: In April of this year Blue Cross of California started to accept Matricula Consular IDs for the purchase of health care insurance. Aetna already places advertising in Spanish-language magazines. They have Spanish-speaking nurses on 24-7 information lines. And they have Spanish-language print and video materials. PacificCare has a Spanish-language website . They participate in scholarship programs for Hispanics and are in the process of translating marketing and informational brochures for Hispanic policyholders.

Blue Cross Blue Shield of North Carolina reported a 12 percent jump in revenue for 2005 over 2004, along with a 7 percent increase in net income over the same period. The Chapel Hill-based health insurer, the largest in the state with more than 3.3 million customers, also anticipates raising premiums by double digits (11 to 13 percent) in 2006, despite a reserve fund of approximately $980 million. These are the traditional fee-for-service insurance plans. You pay a monthly premium to an insurance company and in return it covers a portion of your dental expenses. Some typical features of these plans: High deductibles before coverage begins (well-designed plans don't apply the deductible to preventive services) Probationary periods on certain procedures that last up to a year Annual dollar limit on benefits Chose your own dentist Your average monthly cost: $19 to $25 Companies selling these plans are regulated by state insurance departments.

"It's the best of both worlds," she says. "You still have plenty of choice in the dentist you see, yet there is a significant cost savings." If you don't have dental insurance coverage at work, you may have already figured out it isn't terribly cost-effective to buy a PPO policy on your own. An annual premium of $400 or so for an individual plan ($1,200 or more for a family) is a lot to pay for 100 percent coverage of checkups and cleanings. And for restorative care, like fillings or root canals, you typically need to sit out a three- to 18-month waiting period before you get any coverage.
